Animated accessories?, Specifically, wings that flap

I am assuming that animated accessories are basically the same as animated hand held props. Would like to know if it is possible for the end user to create an animated skeleton that will link to the puppet skeleton.

Any prop that has a bone and is useable by the puppet has no support for any animation that i know of when tryed to apply an animated textuer to the snow ball and to hair not even an animated textuer was supported the texture remained motionless

But are UV animation and Bone Animation not two different beasts? can your wings not have the relevant bone to attach to the human skeleton and more bones which are animated independently?
