From the README:

Cal3D_ToolBox
=============

Version: 1.1.0 (2017/02/06)
Author: jamoram

Cal3D_ToolBox is an application providing a number of functionalities of some interest for modders dealing with Cal3D format files, including so far:
- Converting between compiled and XML Cal3D files
- Changing the version identifier of Cal3D asset files, in order to allow some other modding tools, such as Misfit Model 3D
- Building Cal3D model definition files (.cfg format)

Installation
------------
This app is developed under .NET Framework 4.0 and requires no installation, though you may need to download and install the framework files from Microsoft.
Just create a folder, unzip the contents there and create a direct link to the application (Cal3D_ToolBox.exe).

You'll most probably have no use for it, unless you do some modding for Moviestorm (or other animation tool based on the Cal3D specification), particularly if you do some reverse engineering work, eg, creating new props or animations based on the original stuff by ShortFuze or other authors (if so, please adhere to minimal ethical principles and ask for permission!). Furthermore, by itself is almost useless unless used in combination with some other tools of the trade, such as Misfit Model 3D or Milkshape 3D.
