Moviestorm stopped allowing puppets to place or move, Problem solved

Suddenly, Moviestorm won't allow a puppet to be placed or move anywhere. I don't know why. It also won't let me delete a prop. I don't know what is wrong. It might be the staircase I created that I made a nav mesh so the puppet could walk up it.

It was evidently the staircase that is a nav mesh that was causing the problem. So I guess I am just going to have to do without having a walkable staircase in this particular movie.

It could be that MS still thinks the character is onset.

Did you try to place him in one spot after removing him from another?

I've had instances where I had to place him a bit farther after the leave set command to get it to take.

It was the staircase I created as a nav mesh that caused the problem. Luckily I was able to remove the staircase by going into the Modders Workshop and removing the nav mesh feature for it and republishing the addon.
